لهبة نرويجية جديدة للاجئي نهر البارد
إستجابةً لنداء مدير شؤون الاونروا في لبنان، قررت وزارة الخارجية النرويجية تقديم مساهمة قدرها 5 ملايين كرونر نرويجي (أي ما يوازي 850000 دولار أمريكي) للاجئي مخيم نهر البارد. سوف يستخدم هذا المبلغ لسد العجز في ميزانية الاونروا للحاجات الإنسانية (الغذاء والمأوى والخدمات الصحية).
إن اعادة اعمار مخيم نهر البارد قد اتخذت وقتا أطول مما كان متوقعا ولا يزال عدد كبير من سكانه حتى هذه الأثناء يعيشون في ملاجئ مستأجرة. الأونروا تدفع حاليا إعانات الإيجار لأكثر من 3400 عائلة، ما يسبب استنزافا لميزانية الوكالة. إذا تمكنت الوكالة من المضي قدما في إعادة الإعمار وفقا لمخططها، يؤمل أن يعود ما يقرب 300 من هذه العائلات الى ديارهم داخل المخيم بحلول منتصف عام 2011.
إن هذا الهبة هي مساهمة النرويج الاستثنائية الثانية لهذا العام دعماً لجهود الأونروا في لبنان. في أيار/مايو 2010، منحت وزارة الخارجية النرويجية 4 ملايين كرونر نرويجي (690000 دولار أمريكي) لتغطية تكاليف الإغاثة والإنعاش للاجئي مخيم نهر البارد. وقد استجابت النرويج لنداءات الطوارئ العدة منذ تدمير المخيم في شمال لبنان في عام 2007 ، البالغ مجموعها 38 مليون كرونر نرويجي (6،5 مليون دولار أمريكي) ، 10 مليون منها كانت مساهمة للصندوق المتعدد الأطراف المانحة الذي يديره البنك الدولي لإعادة إعمار المخيم والباقي لتلبية احتياجات الإغاثة واحتياجات الانعاش الأساسية للأسر المهجرة.
تعتبر النرويج أحد الداعمين الرئيسيين للأونروا. وقد بلغت المساهمات النرويجية للوكالة وأنشطتها في جميع أنحاء الشرق الأوسط لهذا العام 222 مليون كرونر (36.7 مليون دولار أمريكي).
تدعم النرويج الوكالات المحلية والمنظمات غير الحكومية التي تعمل لتحسين حال اللاجئين الفلسطينيين، في مجالات التعليم، حقوق الإنسان، تمكين المرأة والشباب، وغيرها. ويترتب على ذلك اهتمام بالغ بكافة التطورات في الأطر السياسية والإدارية التي تؤثر على حياة اللاجئين.
تجدر الأشارة أيضاً أن السلطات اللبنانية أحرزت تقدما جديرا بالثناء فيما يتعلق بالخطوات القانونية من أجل إعطاء الفلسطينيين حق العمل. النرويج تشجع النقابات اللبنانية والمؤسسات الأخرى المعنية بالسعي الجدي لترجمة هذه الحقوق إلى واقع ملموس.
أخيراً وليس آخراً، ومع الإقرار بأهمية الترتيبات الأمنية المناسبة، تدعو النرويج أيضا السلطات المختصة للمضي قدماً لتسهيل دخول وتجوال سكان مخيم نهر البارد والمناطق المتاخمة لها.
In answer to an appeal by the Director of UNRWA Affairs in Lebanon, the Norwegian Ministry of Foreign Affairs has decided to make an extraordinary contribution of 5 million Norwegian kroner (approx. USD 850,000) for the refugees of Nahr el-Bared camp (NBC). The money is to be used to meet a shortfall in the budget for humanitarian purposes (food, shelter, health services).
The reconstruction of NBC has taken more time than anticipated, and in the meantime, its residents live to a large extent in rented shelters. UNRWA is currently paying rental subsidies to more than 3,400 families, which represents a heavy drain on the agency’s budget. If reconstruction is allowed to proceed according to plan, it is hoped that by mid-2011, nearly 300 of these families will return to their rebuilt homes inside the camp.
This latest grant is Norway’s second extraordinary contribution this year to UNRWA’s efforts in Lebanon. In May, the Norwegian Ministry of Foreign Affairs granted NOK 4 000 000 (USD 690 000) towards NBC relief and early recovery activities. Since the Nahr el-Bared’s destruction in 2007, Norway has responded to several emergency appeals regarding NBC and its inhabitants totaling NOK 38 mill (USD 6.5 mill), NOK 10 mill out of which to the World Bank administered Multi-Donor Trust Fund for reconstruction of the camp and the remaining to meet basic relief and recovery needs of displaced NBC families.
Norway is a major supporter of UNRWA. This year, total Norwegian contributions to the Agency and its activities across the Middle East amount to NOK 222 mill (USD 36.7 mill).
Norway supports local agencies and non-governmental organizations working to improve the plight of the Palestinian refugees, within the fields of education, human rights, empowerment of women and youth, etc.. It follows with keen interest all developments in the political and administrative frameworks which affect the refugees’ lives.
Lebanese authorities’ have made commendable progress as regards legal steps in order to give Palestinians work rights. Norway encourages Lebanese syndicates and other relevant institutions to translate these rights into practice. While acknowledging the need for proper security arrangements, Norway also calls upon the competent authorities to further facilitate access for the inhabitants of NBC and its adjacent areas.
